The law enforcement range was put in within the past 8-10 years and now the local neighbors, not just the abuttors are complaining about the noise.

That only seems to indicate loud noises disturbing other tenants would fall under that definition. 

For as much noise the South Lake Tahoe "war" on VHRs has been making lately, their main enforcement has been nailing VHRs with no permits. 

Crime happens everywhere, but rental properties in high crime areas are very managment intensive.  

Its just more labor intensive and requires a great deal more planning and vigilance.

No point in investing without it unless you are only looking to park cash.Investing in university towns does produce above average returns however you must be prepared to be very hands on as it is more management intensive. 

Not to mention the market will likely be less rental intensive when this begins to happen, which means less demand for rental product.Seems like if you dont get properties locked down now, you wont get them any time in the near future once interest rates rise.

So, send him written notice of violating section x x of the lease - violence on the property, AND make sure you also note something in there for violating the section of your lease that requires he maintain proper noise levels.
