I am not a "clean freak" by any stretch of the imagination but this place needs to be shut down by health inspector.

I work in healthcare and work with mental health patients daily.

They definitely want to sell at some point, but they decided not to until a health issue is resolved.  

(policing may be ok if they are actively cleaning up the property but it may be detrimental if restrictions are enacted that are unrealistic).  2) what is the financial health/condition of the HOA.  

I haven't bought any condos and AC is a totally different market despite only being 10 minutes away - but the one thing I would make sure to check is the health of the condo association's finances.

The health worker segment of MTR has existed for a long time but demand fluctuates and they aren't looking for the same locations in some areas as STR.   

Allegheny County handles all the plumbing inspections through the Health Department, and those guys don't play around.2.
