I work in Excel for a living, and am extremely comfortable with large sets of data - but I can't stress enough how poor this data quality is.I asked my contact at the assessor, and he said most of their clients are mortgage companies who have the resources to "translate" these data files into something more useable.

The birth/death model is a huge friend to wholesalers as it brings in new dreamers, most of which don't comprehend what is truly needed effort and consistency wise, nor do they have the will power or financial resources to get where it makes a big difference in their life.As to the efficient market, I believe it is a distorted market, not an efficient market.
