Follow the process, whatever that is in your state.  

Or at best you follow up when she is tired of trying.

If it's a legitimate case of a deployment meaning that certain things need to be delayed until the member returns, then yes, following the laws in place is legitimate and ethical. 

If the unit is in an HOA, then HOA will likely strictly forbid running a business out of a home.
