Here's the dilemma: there are PLENTY of other municipalities in KC metro to shop, and so far, my strategy is to avoid KCMO proper (it's always been tenant friendly since I started following a decade ago, but created a whole new dept in the wake of affordability crisis-- see this press release from earlier this year).

Avoid that. 

I think many will do as I and many I know have done. a) Exit the Blue state. b) Move to a Red state. c) Find a good conservative county in that state that appears to be landlord and STR friendly. d) Buy properties that can become excellent STRs (to avoid the tenant issue).Or if STRs are not your thing, get to a Red State and do your LTRs or MFRs.

If you form an LLC, and allow the operator to manage the LLC, you can avoid the tax burden.

We have typically avoided plug in or evaporating air freshener scents in our short term rental.

When I do my projects I normally do foundation up new construction (to avoid having to give buyers the NJ required 10 year warranty).

Avoiding airports and hotels was the big motivator.

How can we waive or avoid this fee as this is the reason why we didn’t list our rental on mls with an agent.

You cannot avoid the taxes by just spending it, especially on the capital gain.
