I read an article online that even if you register your LLC out of state, you will still need to register the LLC at your local state as Foreign LLC (and you end up paying fees for both states).

Anytime I thought I found a killer deal online I was almost always dissatisfied with the condition when I actually inspected the place . it’s only a good deal if you don’t have to dump a train load of money in it to get it where it’s decent 

Can't see any reason for Country Club being an eastern limit unless your just aiming for college students, there are pockets of nice neighborhoods all the way to Rincons.

There is an interplay of local taxes and US taxes, and often it is complicated by "treaties" which are agreements between two countries that set special rules just for those two countries.I would not rely on some generic online advice in your situation.
