Commission charged to Buyer

I've purchased a number of homes for personal use, buy and hold, and fix and flips.  I recently found an investment property online and reached out to the listing agent directly.  They showed it to me and I made an offer.  They added Seller paid closing costs of $2K.  I settled on a price factoring in the seller paid closing costs.  The day before closing they send me a closing statement with $2600 of Buyer Commission fees and explain it by saying well we negotiated the seller paying it for you.   Who ever pays a commission as a Buyer? The seller is already paying them 6.5% in fees.  Is this a new scam or is this not a legitimate brokerage I'm dealing with?
