Which means something in or around the window is failing, or the temperature difference inside and outside the apartment are too great and insulation somewhere is breaking down.If its an old window then the putty is breaking down, if its a newish window, then it could just be caulk round the inside of the window frame allowing cool and warm air to mingle.Easiest thing to do is clean your windows regularly.

One simple way to create a warm environment is to increase the wattage of the bulbs used in light fixtures to 100 watts.
