The entire reason Fannie and Freddie were created was so that instead of 1000's of individual lenders each lending on their own unique criteria, which would be impossible to regulate, the government would have only a couple of lending institutions creating criteria which the government could regulate.

The realtor goes out and does some task, then the inspector goes out and does what he needs to do, but checks up on the realtor's task, then several contractors go out and check up on what the inspector advised, then the property manager or listing agent will go out and do an analysis of the work the contractor did, etc...
