you don't need to set up and LLC to buy it, if you are planning on making the offer in an LLC then you can just make a very unique name and check the Washington Secretary of State website https://corps.secstate.wa.gov/llc/pages/startpage.aspx to see if that name is taken.

Hair can be considered a bio hazard in some areas.A bad haircut will not be on you but they need to carry a liability policy for the traffic in the shop.They will also have unique plumbing requirements, check with P&Z or Building Regs in your area.
