Do i need any license if I start my own property management company in New Jersey to manage my investment properties?

I know a few Realtors that have created their own property management company.  

We saw potential in this property due to its location and the ability to increase its value with minimal investment.

There are a few investors from Martinsville that attend the Greensboro Pints & Properties REI meetup.

Im wondering if i can use a heloc on my primary residence to either purchase or use for a down payment on an investment property and then refinance the investment property into a conventional 30 year mortgage to “pay myself back?”  

I have a background in distressed properties.

It could make you money so that you could buy your first investment property.

Any advice for first time buyer on where to find private money and/or a good realtor/property managers in my area of purchase.  

I have the full property tax exemption in Texas for my VA disability, but I'm trying to get clarity on the property tax exemption.
