In Oregon there is no mechanism for private developers to float bonds to pay for infrastructure.. its one reason why Oregon never grew as fast as say CA .. and other areas..

Think turnkey but I never own the properties- I find good ones off market that are already cash flowing and sell them directly to rental property investors wholesaler style.
