What I noticed on this particular street is that most of the neighbors own their home, very few bars are on the windows and lastly the local power company is almost never on this street disconnecting and reconnecting services.

These units likely rented for the same price 10 years ago (in actual dollars) as today which in affect means the rent has declined by the inflation rate in spending power

The information that I have received from an attorney stated that the seller who is in the Islands can have a local (local to him) attorney do a power of attorney so that his aunt can sign for him at closing.

@Glenn HermansSB 608 is a major reduction in private property rights that should be alarming to all investors and property owners.It was poorly written and focuses less on helping residents and more on redistributing power and wealth.With that said, if you are an investor, there are positive aspects to it.
