I am trying to figure out how a gut rehab of an apartment can only cost $2,500 to $3,000, including a washer and dryer and Refrigerator, and stove, and dishwasher, and kitchen cabinets, and counter tops and tile floors and bathroom fixtures, and painting, and electrical, and plumbing.

Roofing & Paint are just normal maintenance, but  P&E are big impacts to your investments.

If so just re-sand and paint existing cabinets an change hardware with new top and sink with bowl.If you had a picture it would be helpful.

watch for wrong color and pattern of Brick, Shingles, Siding, Carpet, Tile, Paint.

If you are substantially improving the property such as additions structural work you might get kicked over in this area, if just paint carpet and finishes you should be fine.
