If I call the City of Chicago and ask them what the water bill is for an apartment building by me, I doubt they will give me that info if I'm not the owner.

Looked at a park in Wilkes county ,N.C. ( 9 units) very rough shape. current owner has let tenants live on the cheap if they take care of their own repairs. of course tjis has lead to deteriation of every home in the park.
