Typically not as much crime in East Memphis, and some of the better city schools are located here.Cordova is a much newer suburb of Memphis, I'm not as familiar with this area, but it seems to me that the original residents of the brand new homes are starting to leave and sell their homes to investors - which is leading to a decline in value and asset class.

My wife is narrowly focused on Issaquah area, for school district, convenience, and easy access.

It's not a distressed property, excellent location and 8+ school rating, owner doesn't want to rent after current family members move out.

Doesn't matter how neglected the property is, doesn't matter that the tenants are rent controlled and 30% below market rents, all that matters is the magic words "2-4 unit" and "on the MLS."
