They are not real estate people so I need to be the "industry expert". 

If it is Currently zoned/allowed for 3 units…you need permits which means you need certified/stamped plans for whatever you want to do.

I'm definitely not an expert but I have reached out to several owners of very rough properties to see if they would be interested in selling, but I have not received any response either. 

It looks like they are not doing any inspections right now so I beleive the tenant or myself will certify property meets standards.Also I run the same background check on potential section 8 tenants as a normal property, I just don't worry about income as the section 8 office ensures affordability.

Go to the state WEBsite for the REA (real estate agency) and they give requirements.Usually (in order):1) Need class hours from state-certified instructor2) Need to pass the test3) If first time, you'll be considered a junior and need to do some time-served under a Principal/Managing Broker (again read the REA requirements)4) After your time served, you can apply to get a Principal Broker (whatever your state calls them), get it and hang out your license as a sole practioner.

You will be able to tell the experts what is right and wrong because you should never every trust the opinions of others or brokers because other people have their own agendas that seldom align..
