Any one that have experience with Section 8 rental, getting house inspected and how to select a right tenant

I was in the process with one tenant and the inspector want me to have ground on all the outlet in the house and that sound ridiculous.
Yeah, grounding outlets is code and can prevent electrical fires. Silly requirements.
