You can install GFCI breakers or outlets and work around it that way and have your up-to-date outlets, but eventually....it will need to be updated.

I would wait for them to contact you for updates. 

If a section 8 tenant applies you do your normal background check like anyone else and if they qualify then the local office will schedule an inspection and provide the list of updates, if any, that need to happen. 

That Island is about to turn and will soon be filled with nice updated vacation homes.

I recently purchased a property in MI that only requires cosmetic updates I.e floor refinish, paint, new knobs, new cabinets, clean up etc.

They have the updated rent roll and a P&L for 2016, 2017 and 2018 that they took from their tax returns!
