Have you considered options other than traditional long term renting to boost the revenue and make it so that you aren't losing money?

@Jason Warner 1) are you using a traditional lender ?

My best guess is that they are going to prohibit it in the traditional old part of town and allow it in the newer annexed areas like Leisure Mountain, Reynolds Mountain, etc.

Traditionally I recommend a house hack combined with a BRRRR, but your capital is low and I have concerns about the current RE market and associated cash flow.  

They are looking for rentals (for the most part) and will therefore be at lower price points than traditional home buyers.

As my available capital increases, I can pursue possible traditional avenues.

But I've talked to a few contractors and at least in my area, it's actually more expensive to build with containers than to do a traditional stick built home.
