I am considering the option of renting to section 8 tenants.

Why not take a copy of the section of the code so that you can quote it directly to the code's office?  

One side is currently occupied by section 8 tenant who only pays $800, when the FMR is closer to $1300.

However the rental I'm looking at is in the good section of the bad area. 

Taxes have been sold at a sale and the redemption period is around the corner in 90 days or so.

I currently have a rental in Independence Mo it is a two bedroom house and I currently have it on section 8 at 680 a month rented very quick and has a great tenant in it. couldn't ask for a better property.

Which I'm not sure if that's  good for my future here or bad... so we had to settle on a lil 2 bedroom apartment, however right around the corner from our apartment is what appears to be a vacant house...  

I sold my california condo which I was managing via property manager remotely and yes through the other corner of US (New England) :-).
