Then close the window up temporarily with some plastic sheeting or something else while you wait for your contractor/handyman to come in to repair.It sounds like you may want to talk to property management so you can have a professional worry about issues like this in a manner to best protect you and your interests.

You really need to spend a couple bucks and get professionals in your area into the property and get their advice and dollar amounts.Foundation is more then cosmetic and probably the most important issue you need to address first, its not just fixing it, you would need to figure out why it had issues too.
