You may have a variance that allows multifamily, you should be able to see it on Atlas if so, under Licenses and Inspections > Zoning Permit Documents.

The number one non-market related cost these days is simply government rent seeking throughout the build chain and superfluous revenueing through permitting.

I have encountered many that were just done with no permits. 

Example: Population, recreation activities, neighborhood, city/ town, businesses, etc.

Usually those materialize as a result of one person owning vacant land and another having a large amount of experience in construction and the permitting process.

If it’s a 90k rehab, it is very unlikely you will be done by Christmas with all the permits needed for changing plumbing, electrical, etc.
