My name is Norman and I live in Denver, Co and it is so hard to find properties that meet the .65 rule because properties are moving so fast that it doesn't matter about the condition of the house I have see dog fights over dumps by retail buyers who will pay above asking price as much as 10k and the few that are out the cash buyers snap up so fast that it will make your head spin.

If that % discount takes into account the "all-in" cost (all-in meaning acquisition cost plus cost to repairs to bring to full market retail value) then yes, that is an incredible deal and likely not achieved these days.
