House is in one of the best school districts, and in one of the better neighborhoods. it is a 4/3 with 3200 square feet, on a full basement that is not finished but stubbed for bath. 

Houston should be interesting to follow in the next two years (kind of like Lakeview and other neighborhoods in New Orleans post-Katrina). 

Are there cities/neighborhoods in these counties that seem to be better for investors?

This is a strong market, excellent neighborhood.

I'm looking into buying the first investment property, and it seems like the only thing I can afford at the moment is properties from a low-income neighborhood without putting me into significant financial risk.
