I agree, the maintenance numbers seem low given that you have 4x the mechanicals of a single family home.  

The problem in this situation is exacerbated by the following:- There is no distribution mechanism or communication among the HOA or property management with unit owners (i.e. no website, no listserv, or group email).

The mechanicals may not be as modern and updated as the Seller claims.

So again, I wouldn't put much emphasis on it since the government will be paying the bill anyway.
