It has been under contract twice and then fallen through, with the listing price lowered once about six weeks ago.

Refinance out $60k and sell it to them on either a land contract or wrapcons - land contracts are no no's in texas.

Their contract with the seller is probably only for 30 days tops.Maybe see if the seller can extend for your financing.

If you can't work deals at tighter margins - then you can't do MLS; (2) you need follow-up, people put random stuff under contract all the time, once it falls through you can step in - but you need to be there.

This is just my opinion, you may want to seek legal advise before signing any contract.

I am actually under contract to buy my second property, also in Cleveland; inspection will be done Sunday. 

You can also obtain electric and gas info easily.

I currently have Duplex under contract that will need significant repairs and would like to start geeting in touch with some contractors.

Or, are you doing funky owner financing like a lease option, subject to, wrap or land contract?
