Finally, u mentioned the liquidity of real estate...I would look to stagger your hold periods so they are coming due at different times.for me I am trying to move towards more passive investment so shifting from active REI to syndicated deal or NNN over time.

Have in mind that buying an apartment (especially via a mortgage) takes time to finalize.

Some apartment tenants have already reached out and said can't pay April but not sure final tally, trying to work with them on a payment plan and waiving late fees.

Also, if you are self managing, you don't have to go far.And then finally, are you feeling like you need a "luxury" living situation and a house-hack is the only way? 

Josh, I want to get a final inspection for a building permit.   

It will be a hard stop to refinance or get a new purchase loan- will need to be current and out of forbearance before you get final approval

I would assume when the property is under contract, it is in the process of finalizing the sale.

Right now city departments are probably shut so you'll need to wait until they reopen to then submit plans, address feedback, and get their sign-off before work (I'm waiting on final approval on my permit in South SF).
