Converting Garage During Covid-19

I have a property in Daly City, less then 5 minutes from SF, which is currently being rented out by a family upstairs and has recently been vacated in the separated downstairs garage area, which currently has a permitted bathroom and (I believe a permitted) bedroom. There is no kitchen or kitchenette to make it an official unit. I've seen potential roadblocks for adding an additional unit with parking spaces being a big issue. My main question is with all of the current shut downs, such as Daly City building department, is it even possible to have permitted work done in the garage area with the current quarantine in place? Do I have any options for adding a kitchen and living room space? I was planning on taking out a HELOC on the paid off property to pay for these improvements.
