When Wilma hit I called my regular roofer and in the answering machine they say "if we have done work for you before leave a message, if you are a new customer we will not be able to assist you, we are not doing estimates at all."

If you undertake a photovoltaic installation on a large scale - as @Claude Boiron's article describes - you have a much different business case.For those of us living in locations with no government incentives or purchase subsidies (the local utility will only reverse meter to the point your consumption reaches zero, they will not purchase surplus production from residential or small commercial customers), there's not a viable business case to be made - you would get far greater payback improving your building envelope to reduce your heating and cooling loads.

Some of us have the experience that the local HA is unapproachable, won't answer or entertain questions, doesn't consider tenants or landlords as 'customers', and as a result we (landlords) bailed out of S-8 programs.

Unfortunately, since it's 3rd party vendor, it's not technically HD's fault but you can ask them for assistance for a long time customer.
