The overages that I authorized are fine, and I agree I need to pay extra for those.

The section 8 rep has the authority to pull your tenants voucher if they are not/were not complying with your rules.

@Natalie Kolodij I'm pretty sure at least one of the tenants would object to agreeing to sign anything giving the manager authority.

It's a mobile home park so those types of properties often take much longer times to develop into quality deals where the seller finally realizes the park he thought was worth a fortune that he's been running as their personal ATM and doesn't have any credible books for, is not going to sell for much over land value.  

Just tell or better email leasing agent they did not have the authority to approve a tenant without you agreeing their mistake.
