When someone rents a unit they get the unit number and a gate code.

Ungrounded outlets are not a problem per se if they were installed according to code when built.   

Find the code and study it.I believe that many states if not most allow for an contractor's license exemption if the owner acts as GC playing the role as owner-builder of his/her's own home.

We are currently using Excel spreadsheets to organize our buyers list for different zip codes in Florida (getting deals isn't an issue, so just focusing on optimizing our system here).
