I would train the tenants to always expect a rate increase at renewal.

I have had or will have about 9 renewals; 4 of which have been done with very light increases, 2 remained flat, and 1 was a 2 year lease that we increased year 2 kept year 1 the same.

Dear tenant, We'll not be renewing your lease past June 31 (or whatever the rule is in your state).

That said, you do not have to accept damage to your premises by any tenant, so you are well within your rights to charge these tenants for the damages or move to evict or non-renew based on the damages.
