I believe this delay is strategic, awaiting the release of the "Off-Ramp Bill" which sounds good, right, an off-ramp, so were getting "off"....... yeah, funny thing about politicians, the better a bill sounds the more nasty the poision is that's contained within it.

More working-class will be living in the hinterlands or living 3 families to a flat trying to make ends meet and more people will be screaming for politicians to do something, which will inevitably be the wrong thing because it's not the kind of problem you can solve without actually doing something (i.e. building more housing).
