I did have a refrigerator go bad at one point, rather than replace it at around $400 they opted to repair it at roughly the same cost as a new one. the only down side to this is they seem like they don't replace, they only patch or repair.

It looks like painting is going to be my biggest cost, I may have to clean carpets and patch a couple of spots of concrete and stucco, but even at $2000 I am going over 70% a bit.

If you can't get the piece out, you can simple fold the top into the hole and patch over it. if you want to re-install the rail into the deck, you may have to have new holes core drilled into the concrete.
