I've seen the rapid decline since I've started.The networks are also scaling back except for a few, and they need ratings so bad, that they will way overhype things to get higher ratings.

Also there is quite a difference between reading what the law is, and understanding the additional regulations that HUD imposes(which carry the same weight as law) which are often hard to find...and understanding the additional case law interpreting such laws and regulations.To further complicate things, the status of unrelated adults in terms of being protected or not by the fair housing act has gone all the way to the Supreme Court (sometime in the 90's), and you know what the court decided?

Getting rid of dead-weight is not an easy process and not taken lightly in foreclosing on an owner but it's the only way to stop the bleeding.So I would expect the new owner wants to make money on their unit and it will also be a relief to the HOA to having a paying owner again.
