It's hard to say if they used this rationale to select comps and produce an unfavorable report, or if they started with a crappy selection of comps (inept appraiser?

I do know that with erentpayment, you can select whether to only allow the entire payment or partial payments.  

Cleaning is a sore spot because as Jon says, most form leases say "broom clean" and unless you have a separate cleaning/turnover fee in your lease, you don't get to charge them anything more.
