Crystal clear move-in photos of the areas in question and crystal clear move out photos of the same areas.  

She is claiming she only has one dog there and the neighbors have only been able to get the photo of the one, approved, dog. 

Make sure whoever you use that you require time stamped photos.

And how would you know if they took the photos intentionally cutting out the bad portions?

Here's a tip: handwrite 1 letter, then photo copy it.
