Your main feed into the circuit breaker is live (because some fixtures have power) so the problem is between the circuit breaker and the dead outlets/heaters, which should all be inside your unit and involves your wiring.

Are you able to install discrete cameras near the entry ways of your properties that will provide a video feed to your mobile phone?

And there is a definite undercurrent in these areas that they are paying far too much to far too rich landlords and it is feeding not only the politicians but also their dissatisfaction with their apartments.

@Natalie Cloutier to me it is great that you want to do something nice but I'd rather collect the money for the water bill and donate your stimulus check to Feeding America or some other charity. 

If nothing else, the last couple months has really helped me realize how truly blessed I am that we are well positioned financially and don't have to live in constant fear and stress of how we will pay the bills or feed our family if there is a temporary disruption in our income.
