This is a tough situation, as if I was the other party I would ask the question "what makes you a qualified individual to determine if the tree was a risk", are you an arborist or tree expert?

If you start a 1031 exchange now, think of it as a purchase option that gives you the right to defer your taxes if you find the right property by July 15.  

That might help in determining the price.I have noticed that tenants in this price range don't care as much about new construction because of budgetary restrictions.

Interesting ideas; most residential investors are not considering a practical issue with 1031s - you are operating under strict limitations on the purchasing side and it forces your hand and you end up overpaying on the purchase side; the (small) tax advantage gained are often not worth it.

@Dennis Cobos, following what Luke said, most lenders should be able to offer this as 10% down is standard for a conventional second home purchase.
