Then, once that is complete I would have 2-3 highly rated contractors in your area come out to give you an estimate for the work.

Another way of thinking about this is to manage the problem and don't expect to ever completely fix this problem. 

It is also possible that you don't have enough cash on hand to complete the rehab in which case you shouldn't buy it.

My concern is that the new tenants will still need to complete a move-in condition report and if I pay the leasing agent now, they will have no incentive to follow through with coordinating that upon move-in.
