One thing I will add.I got this advice from a friend who owns and manages a 20 unit unit apt building.Check out the background of an applicant at marylandjudiciary.com  While hiring management is my first choice, this is a great free resource.

Background - we were searching for months in the area and continued to get beat out by multiple all cash offers that were ~$45-55K over listing price. 

I also would suggest background checks and possibly interviewing your potential tenants.

@Alex Staats....  1)  yes - you can make any offer you want ...2) try to  get some background on why  cash only is noted ....this might be  because there is a  major issue with the property that  makes it  non financable or  it may be  as simple  as the  seller  has  been  burned by  previous buyers  that have  loans  fall out   3)   getting a  agent to  represent you might be worth  it
