Here is my take for what its worth:City is being well managed with an active strategic plan involving the arts and the "hipster environment" and there are a few encouraging trends within the overall picture specific to Pittsfield.

Even in the worst investing environments there are deals to be found.

They are mostly looking for fully rehabbed properties so the environment is strong for fix and flips. 

Another question in an environment where values are decreasing due to interest rates how do you play that to your advantage?
