I am a broker, landlord, consultant, property manager and much more, predominately in the New York metro and Cleveland , Ohio. market. 

There are definitely professionals to work with regarding land development.For big projects, there are consulting firms sometimes referred to as an "owners rep".Separate from an owners rep, a land use attorney, an architect or a civil engineer might be a good place to start.In terms of land that doensn't have any zoning restrictions, that is pretty hard to come by. 

Im a CPA but in audit/consulting not tax so take this with a grain of salt and I am not offering professional advice here but hopefully can give you some context...

I am a broker and consultant looking to connect with other investors seriously interested (or already vested) in Portugal... in particular, the Porto commercial RE market in which my partners and I are specialized.

Not suggesting that you take this route, but the reason for mentioning was that many of the investors that I networked with discovered that I had the GC license and "hired" me as a consultant to run their rehabs.

However, with the non-eviction Covid nonsense at the moment, your best bet is to probably consult a RE attorney of some sort.
