This neighborhood does have a HOA, but I don't think that is the issue. 

Either way, I think your first step would be to find your lender, agent, contractor, and property manager you want to work with and get started!

what you need to do is buy in better areas where the price points are higher and the returns are risk adjusted.. that means paper returns are less.. but you know investors they tend to not think about tenant risk and go for the highest returns on paper..

If he has the reserves for minor repairs and vacancy, I think its a good equity play.
