A transaction under $10k can't be an ordinary transaction.I guess it's either some sort of transfer between family members (doesn't have to be non-legit).At tax auctions it is possible to find properties with minimum bids as low as a few thousands but usually these will be redeemed before the auction or will be going up in price during the bid process.If you make a more thorough research you can find out through the public records how the transaction was made and with what sort of financing.

Unless you are getting these energy saving items ( new windows, LED lightbulbs, high effiecency furnace) for a significantly reduced price or for free then I would pass on this program.

Furthermore, I thought that this would be public information, since I'm only asking for what is freely available on the web already--except I'm asking for a single giant spreadsheet, instead of just a handful of records at a time (on the web, most assessor's allow you to search, but you can only get a few dozen results at at time).However, so far I haven't had any luck with getting this information from the assessor's offices.
