I have a day job as a software engineer for an IT development workshop out of Beaverton, OR.

PUB  is simply as stated a pre planned development.. it usually has an HOA.. and very frequently they are created to increase normal density. 

Marketing strategies, employee requirements, compliance costs/requirements, software costs, training/education, insurance requirements, etc all are not within any model that you would use one another industry model...it is it's own animal, Without explicit insider knowledge of the escrow profession, it is usually a suicide mission to start up an escrow operation.

Your profession should be the source of all the private money you will need.Locate and attend 3 different local REIA club meetings great place to meet people gather resources and info.
