It looks like the ADU Ordinance is meant for people that want to build new ADU's and Individuals with existing, illegal conversions. 

Not accepting each and every application tendered, regardless of obvious qualification issues, carries the risk of being accused of illegal discrimination.The person who applies to 20 different places possibly is not doing his own due diligence, and is unknowingly applying to places where he clearly doesn't qualify.

Since the beginning of March, approximately 40 million workers have lost their job in the USA, with 18 million being laid off temporarily due to the lockdown.

You may still able to evict even with the moratorium if there are illegal activities taking place. 

By the time this has happened they've oppressed people they don't like and set a mindset in others that something is illegal, even if it is not.
