It's likely that the attorney general in your state has published guidelines, but there's some good info here: https://www.hud.gov/states/south_carolina/renting/...If you know your rights and responsibilities and act professionally and consistently, you'll be just fine.

@Joshua Levine On a duplex (2 family) house, your max LTV for a cashout refi will be limited to 70% (assuming the loan complies with Fannie Mae and Freddi Mac non-owner occupant guidelines).  75% LTV would be the max purchase price loan for non-owner occupant loan.
