If the property appreciated a lot over the past 3 years, you may want to consider selling it and taking advantage of section 121 exclusion.The locked in tax savings from the sale will likely be higher than the income that you get from the property.Another thing to note is that there are normally 'extended' 121 exclusion time periods for those in the military who are required to move because of orders.In general, I am bullish on the Jacksonville area.
